Deleting Site

If I delete a site from my user in order to switch it over to another email – will the site name be inaccessibile forever (even from a new email??).
The blog I need help with is: (visible only to logged in users)

There is a single email address that can be used on only one wordpress.COM username account and not on any others, regardless of how many blogs are registered under that username account.
The wordpress.COM blog’s owner can change the relevant email address on their accounts page at https://wordpress.com/me/account at any time.

I shouted above at https://en.forums.wordpress.com/topic/deleting-site-88?replies=4#post-2632595 because deleting a blog URL is meant to be a permanent irreversible act and once deleted the URL cannot be registered again for 2 years. https://en.support.wordpress.com/recycling-blog-names/
