Deleting the old site and creating new with same domain on WP?

Hi, I paid someone on Fiverr to create WordPress site, but its not working anymore. I tried remaking it by myself but I am trying to create a new one. I was on WP tried to enter my domain name and it asked for login information which I don’t have. Is there a way to delete the old one and use the existing domain?

If so, deleting a site would deactivate the URL. You could empty the site to rebuild it, but you would need to log into it first. It would be best for the site owner to transfer it to you:
