We can’t delete accounts but you can delete your site. There’s more info here:

there are not sites attached to this account anymore.
“If you wish to leave WordPress.com, you can easily empty and delete your site. Once this is done remove all personal information from your Account Settings and change your password to a random string. This will leave your account inactive and prevent you from gaining access to it in the future”

It’s a technical limitation rather than anything else. However you can scrub your account of all information. If you’ve added any personal information about yourself you can delete it here:
