I am trying to start a new blog so I need to delete this one or can I change the name or

If you want to keep the blog URL (note that no deleted URL can be registered again for two or more years after deletion). https://en.support.wordpress.com/recycling-blog-names/ and you are willing to wait rather than doing this yourself http://en.support.wordpress.com/empty-site/ then Staff can empty the whole blog for you. That will remove all data including posts, pages, tags, categories, comments, and uploaded files and once deleted, the data cannot be recovered.
If you are sure you want Staff to proceed, and you are prepared to wait then type modlook into the tags in the sidebar of this thread for Staff attention and post again into this thread to:
(1) confirm the URL of the blog you want them to empty;
(2) confirm that you know content deletion is irreversible.IMPORTANT NOTE: Deleting blog content does not remove it from the SERPs (search engine page results). Google and Bing only clear their caches of deleted indexed content that produces a 404 (page not found) every 3 – 6 months. Provided you are logged in as Admin under the same username account that registered the underlying .wordpress.com URL and purchased the upgrade the Site title (blog name) and/or the optional Tagline can be changed on the top of this page at any time. > Settings > General … “save changes”.That is exactly where search engine spiders look for the site title and removing it from there can cause issues with getting your content indexed. Note that the site title (blog name) and blog address URL do not have to be the same but it’s better for SEO (search engine optimization) if they are the same.
re: changing a .wordpress.com address
We cannot edit any blog URLs. If you want to change the .wordpress.com blog address ie. the URL starting with http:// then you must be logged in as Admin under the exact same username account that registered the blog to do that and the URL you desire must be available. If so, then you can change the URL by using the guide http://en.support.wordpress.com/changing-blog-address/ Then all the content will be the same only the URLs will change and nothing else.Be sure to locate the correct page http://en.support.files.wordpress.com/2011/01/dashboard-e1371648470893.png
Changing a URL is meant to be a permanent and irreversible act. No changed or deleted blog URLs are recycled here, regardless of who registered and deleted them and the only exceptions are made are for URLs that were deleted 2 or more years ago

The only themes we can use on WordPress.com hosted blogs are licensed and adapted to run on our multiuser software the themes are found here http://wordpress.com/themes/ and in your dashboard at > Appearance > Themes

You can quickly and easily change themes on any WordPress.COM hosted blog to another one found here http://wordpress.com/themes/ and no data will be lost or negatively affected by the change. The only time you may have to do some work is if you are changing to a dramatically different theme and have done any CSS editing.
Provided you are logged in as Admin under the same username account that registered the blog go to Dashboard > Appearance > Themes, Browse themes until you find one you like and click the “activate” or the “preview” link, or type in the name of the theme you want to use when it appears.
The theme customizer https://en.support.wordpress.com/customizer/ provides a preview function for exactly that purpose ie. so you can view what a theme will appear like prior to changing one.
Note that every theme will have a detailed theme description page with set-up instructions and a live demo site page that you can consult. Here’s an example:

You can register as many blogs as you want under the same username account. You do not need to delete one to create another. You can point your browser to https://signup.wordpress.com/start/ to register a new site.
To delete a WordPress.COM hosted blog you must be logged in as Admin under the exact same username account that registered the blog to navigate to Dashboard > Tools > Delete Site. The guide is here http://en.support.wordpress.com/delete-site/
Deleted blog URLs are not recycled, regardless of who registered and deleted them and no exceptions are made except for the one stated here http://en.support.wordpress.com/recycling-blog-names/
