Why can’t I delete my account? Why am I only able to leave it inactive? It’ll still be under my email, y’know?

Hi there,
Your WordPress.com username cannot be deleted. The username is kept, so it cannot be taken by someone else, to try and impersonate you.
However, you can change your email address, and any personal information, by following the steps you’ll find here:

I already skimmed through that. It didn’t have what I was looking for, which is/was (again) the option of deleting my account, including but limited to, my email, password, username, profile, etc.

While you can’t delete the account as such, for the reasons I mentioned above, you can still change all your personal information (email, username, password, profile, etc.), so that it’s not associated with you anymore.
You can do that from the Account Settings:
