Demo Site or Blank Site?

We have a had a new site built by another party. In order for us to view it she said ‘you need to install a web server first, then you need to install a blank wordpress site and import this file’ and we have no idea what to do.
I don’t have a site with WordPress.com yet

You did not say but if they provided you with an .xml export file formatted for WordPress, you can upload the file here to import to your site: https://wordpress.com/import/
