Design a site not hosted by WordPress?

I was told that it is possible to design a site on WordPress and have someone else host the site? I am a first time user and this is my first website. I would like to work in the program to make sure I can build the site before committing to paying for a host. I was also told that after the site is complete I can save it on my computer thereby making it transferable, if necessary, in the future. Are these things possible? If so, please provide me with links where I can get started. I have registered with WordPress. Thank you, Scott S

Yes, it is possible to build a site on WordPress.com and move it to another web hosting company. WordPress websites are not at all tied to the hosting used at the time the site is created.
There are different ways of changing web hosts, but one of the most universal is through exporting and importing the site.
Yes, you can store the files from an exported site on your computer and import those files later to another WordPress installation on another host.
