  Hi, I already own a domain through GoDaddy, but I am looking for a website designer. Am I able to buy a template/design package from wordpress for my site for a one-time fee, as opposed to paying monthly? What are my options?

  You can use your GoDaddy domain on your WordPress.com account through Domain Mapping. This is included in our plan upgrades. Here is a side by side comparison of them: https://wordpress.com/pricing/ These are billed annually.

  You do not need to pay any additional fee for a theme on WordPress.com as we have numerous free themes available in our showcase: https://wordpress.com/themes/ There are also Premium themes available at a one time fee.
