  Hi, I have a domain through wix. I now want my website with WordPress however I want to design the website first before transferring the web name over. Is this possible?

  Yes, you can create a WordPress.com site before transferring the domain.

  You can check out the plans and its pricing on the below page and select any plan to get started:
  https://wordpress.com/pricing/

  And whenever you feel that your site ready, you can transfer your domain name to your new WordPress.com site.
