  Ability to design a website using a free theme. Am I able to design website prior to any required payment? Once my client approves, then we can move forward with payment.

  You do not need to input any payment details to work with the dozens of free themes on WordPress.com.

  The Premium (or Business) Plan allows for CSS customisation, and for access to an unlimited number of premium themes.
