  Hello! Is it possible to design a website prior to transferring a domain that is already owned with another host?

  I don’t have a site with WordPress.com yet

  Yes. Start with a free site. The subdomain address you choose can be anything really if you’re planning on transferring/mapping a custom domain to the site later. An upgrade to a paid plan would then be required.
