Designing a Website Offline

Hello, I would like to create a website offline with a template I have purchased. But I do not want to transfer the domain or pull our current site from the web until the design I’m making in WordPress has been approved.
The language used while setting up a site is confusing me – could you talk me through designing the site and then putting a domain etc in afterwards?
The blog I need help with is: (visible only to logged in users)

I’m not certain from this description if you’d like to host at WordPress.com or you’re trying to design a site here to use on another host. Did you want the site to end up hosted here with a domain name that you’re already using, or do you want to create a new site to be hosted on another company?
Keep in mind that if the site isn’t intended to be hosted on WordPress.com servers, then the forums at https://wordpress.org/support will be better for this question. Here’s a bit about the differences- https://en.support.wordpress.com/com-vs-org/
