Designing New Website

    Hi there,
    This may be a stupid question but I want to start a blog here in wordpress. Most sites allow the user to explore and design on their site before having to pay anything; wordpress however seems to require me to buy a business plan before I can upload or edit themes, widgets etc. Is this completely accurate?
    I can’t really afford the monthly subscription right now and I was hoping to at least design and prepare my new blog/website before I made a financial commitment. I dont necessarily even know if the platform is one that I feel comfortable using yet – does that make sense?
    Hopefully this entire inquiry makes sense!
