Desired blog name already reserved, but no blog exists with that name

I want to create a new blog, but the blog name I entered is ‘reserved.’ However, an actually blog does not exist with the name.
What does this mean? If I register the domain name at GoDaddy (or wherever), can I still use that? The domain name is available.

It’s the policy of WordPress.com not to allow blog names to be reused: https://en.support.wordpress.com/recycling-blog-names/
You can create a new blog using a variation of the original name, though and then map whatever domain you have purchased.

WordPress.COM now reserves a blog name to match an account name. There is an account that is named the same as the blog you want.
If you use domain mapping the base blog name does not need to match as the domain mapping covers up the original whatever.wordpress.com name – I think having the base blog name match the mapped domain name is a bit higher class – not required
