Desktop Preview shows "Create a free website or blog at WordPress.com."

When I do a desktop preview of a blank page it shows a white banner across the middle of the page that says “Create a free website or blog at WordPress.com” where I have content . When I do a tablet or mobile preview, it shows it at the footer, which I’m fine with.
When the site goes live, will that banner actually be at the bottom? Is it a browser rendering issue?

What is the site URL, what is the title of the page you’re previewing, and what browser are you using? Is this using the in-editor preview, or the option to preview the page in a new browser tab?
We show a banner like you describe at the top of the screen on free sites, but only for logged-out visitors. Logged-in visitors would see the black WordPress.com admin bar for their account in that space.
It definitely doesn’t show across the page, and across your content, so this sounds like a problem with the preview itself.
