Despite the settings, my newest comments & replies thereto do not show up on top

I’ve had this problem for a while. Today I cleared a comment for posting and made a reply on Blog 14 ED. Instead of showing up on top it is down about 5 comments in the March section. Can you please move it to the top? YES, I HAVE MY SETTINGS SET FOR NEWEST ON TOP BUT IT STILL DOESN’T WORK ALL THE TIME. It’s been like this on Blog 14 for some time and you NEVER address the problem. This is never going to be fixed I realize now, so when it happens can I just contact you and ask you to fix the glitch case by case. That ok? Lynn.

What is the URL starting with http:// please? -
By default every WordPress blog has open comments on every page and post. You have changed that.
This page > Settings > Discussion
Discussion settings is where you set up defaults for comments.

Note: By default, new blogs on WordPress.com will have the Discussion hidden. Good grief. My closed discussion settings have been that way since 2011. The problem on Blog 14 with the newest comments getting buried started a few months ago in late 2012. I don’t see how the two are therefore related. The problem is that the setting “newest at top” doesn’t always work. The newest commets get buried sometime. If you take a look at blog 14: http://lynncapehartwellnessproject2011.wordpress.com you can see for yourself. Scroll down, and there are comments out of order.
Like I said, I don’t expect it will get fixed. But is there a way that you can go in and put them in order? Is that so hard for you? If you can’t do that then I guess I have to live with it. I’ll put a page on my blog explaining that people have to search for their comments and my answers rather than expect them at the top. Thanks for your help.
