details on upgrading something I'm not sure I have
-
First of all, I have a blog through you but not sure how that’s registered. Second, if I want to transfer my external website onto a Worldpress platform, what is the process? Is there live support for this from WordPress? Third, for me to use WordPress, I’d have to be assured that live counsel was available. It seems not!

See: Moving from a Self-Hosted WordPress to WordPress.com

Many people move sites every day by using those written instructions. There is no upgrade for this.
Third, for me to use WordPress, I’d have to be assured that live counsel was available. It seems not!
I don’t know what you mean by that as everyone who has a web site can read and write and follow written instructions. Also everyone answering questions here is a human being.
More to the point is that all support docs are at https://en.support.wordpress.com/

The best WordPress.COM contact form to use now for Staff assistance is:
http://wordpress.com/help/contactLive chat will be available there only if we have Happiness Engineers available to chat. When they are not available using that link results in posting to this peer support forum. https://en.support.wordpress.com/live-chat/
