Dev environment vs extensions

  A client has a popular site un WordPress.com and wants to change his theme. Great. We’re planning on importing his content on a new wp.com account, test the theme there, modify the CSS, etc. Same as we would do on WP.org.

  Problem is that I need extensions on my new site, at least custom design. I know I can get refund within 30 days but what if the dev takes more than 30 days ? What would be the best thing to do ? The client already has custom design on his original site. Can I still transfer the new extension and get his subscription extended for another year ? Do you have a better procedure to suggest ?
