  I want to develop my wordpress site before purchasing a plan. My backend wont let me install of purchased theme.

  The blog I need help with is: (visible only to logged in users)

  Hello!

  Only Business Plan subscribers are able to import themes at WordPress.com. If you must have that theme, then you’ll need to upgrade your plan, or host a WordPress.org site somewhere like Bluehost.

  To clear up any confusion, WordPress.com and WordPress.org are two different things: https://wordpress.com/com-vs-org/
