    I am trying to figure out how to set up a developer account in WordPress. We have several companies/brands and want to manage all sites and development of our brands and client brands in one location.

    Question we have initially is if we have to buy a Creator or other subscription for each site or is there a top level developer subscription that gives access to premium tools?

    WP.com: Yes
    Jetpack: Yes

    You don’t necessarily need to purchase a premium plan for what you are describing.

    You should be able to use a single Home Page with links to separate pages to accomplish this. Each individual page would serve as a platform for the different brands in your firm’s family of products.

    The links could either be as panels on the home page or they could be included in a nested drop-down menu or a sidebar.

    A good example of this would be Nestle’s homepage, https://www.nestle.com/

    When you create pages, an option provided is to set a “Parent” page. Here we have “Brands” set as the parent page to multiple other pages:

    The above example favors text-based descriptions, but you could use tiled images with brand logos as an alternative design.

    The are many variations available using the Blocks system in the WordPress editor.
