Developer never finished my website.

So in January of this year, I hired a company to build a website for my business. It took around 4 months for him to actually have a site up, and around 7 months, he finally had done a little customization on it, but it has yet to be finished. I spoke with him about a month ago and he said he has been done with the site, and that I am in a one year agreement with him to host my site and maintain it. The problem is that he has done nothing in our contract beside half a- build the site, and integrate Google+ and Facebook to it. What options do I have for either getting my money back or having it finished? Thanks in advance!
