I am attempting to turn off commenting but the help docs show an “enabling and disabling” feature that does not exist on my Discussions Settings page.

This page > Settings > Discussion
Discussion settings is where you set up defaults for comments.http://en.support.wordpress.com/settings/discussion-settings/
Any existing posts or pages will need to have them turned off manually. You can use the bulk edit feature in the all posts and all pages screen to make that quicker.
http://en.support.wordpress.com/pages/edit-pages-screen/
http://en.support.wordpress.com/posts/edit-posts-screen/Note: By default, new blogs on WordPress.com will have the Discussion module hidden. You can reveal it by clicking on Screen Options on the top right corner of your Admin page, and checking the box that says Discussion so the module is included.
http://en.support.wordpress.com/enable-disable-comments/#missing-discussion-moduleWe can also override the default settings and enable or disable future comments on any post or page. http://en.support.wordpress.com/enable-disable-comments/
Depending on the theme we use when we close comments a phrase like “comments closed” or a similar phrase may appear and if so, it can only be removed by CSS editing after purchasing a custom design upgrade.

thx for forwarding these links. I actually read all those already and the screen shot that shows the radial buttons that will allow or disallow commenting under Settings>Discussion does not exist on my theme. Is it possible that some themes just will not allow you to turn off commenting?
