Did I get hacked?

i am having a problem with my website and was wondering if you can help me.
My raters in Turkey say do not have access to my website anymore. They say that when they try going onto my site they get a web message saying:Access to this site has been suspended in accordance with decision no: 2007/195 of T.C. Fatih 2.Civil Court of First Instance.
But i havent gotten a warning from this place. My canada and Usa viewers still have access to it just the ones in Turkey dont, is it possible that I’ve been hacked?
if someone can get back to me as soon as possible it will be greatly appreciated.
