Did they take out the visual editor?

I have read up on this and followed everyone’s advise to enable the visual editor but it just leads me to nowhere every time. I am trying to get the visual editor for when I am writing posts, but I’m wondering now if they took that feature out or if you must have some kind of extra thing or what?
I have gone to my Dashboard>Users>My Profile but there is no box there that I check for the visual or HTML editor. I also looked under Personal Settings and it wasn’t there either.
The only reason I am looking for this is because it would make posting so much easier if I could edit the pictures visually. I know HTML so it’s not THAT big of a problem but now that I have started this search I have to figure it out or it will bug me forever.

It should still be there.
Please try clearing your browser’s cache and cookies:
