I was looking to build a client for your APIs. I was wondering if the APIs across accounts differed in below ways:
1. Functionality
2. Performance
3. Access Limits
4. Additional APIs in Business Account? -

The plans (free, Personal, Premium, and Business) are specific to a particular site, while the REST API is not. So there are no differences in functionality, performance, or access limits there. More info at the link shared by @JenT.
The Business account does not provide exclusive access to any additional APIs.

I have couple more questions:
1. Do WordPress enforce any API limit? (No of requests allowed)
2. What is expiry of Serve Oauth2 Access Token? -
I would also like to know whether it is possible to expose a custom REST endpoint for the site?
