Difference between #comments and #respond

I’ve recently switched to a new theme (My life from Justin Tadlock) and what I didn’t notice is that the “leave a comment” link is on the top of my post. I know I can’t change this, as it’s part of the theme (and I don’t know how to reach the author – his link — oh, it works again, didn’t work the other night…)
Anyway, back on topic:
I want to add a standard text at the bottom of each post, with a link to leave a comment.“The link to leave a comment is at the start of the post, but for your convenience you can also click here to comment.”
<span style="color: #ff6600;">click here to comment.</span></span><span style="color: #ff6600;">Where I enter the permalink in front of #respond (or #comment).
My question is: Is there a difference in functionality between the two for replying? Does it matter which one I use?
