Difference between Support and Staff Answers sub-forums?

Hello,
Out of curiosity, what distinguishes the sub-forums Support vs Staff Answers?
I guess I’m wondering how some requests get to be publicly answered in the Staff Answers section, yet, there’s no button to “Add New » “.Cheers ^^

At the Getting Help in the Forums page, under Which forum do I need?, you’ll find beside the Staff Answers link the description “If you have a paid upgrade you can use this forum to get public answers from staff for your support questions.”
Staff members sometimes appear to save the day in other forums as well.
Add new what?

Thanks, I didn’t suspect the Support docs also had a section for the forums, ah!, good to know.
I was referring to the “Add New »” button to open a new request/question, but I guess it only appears for those with the Paid Upgrade.
