Difference between 'user' and 'user' for private blog

  Hi,
  I’m having trouble understanding two sets of information on my dashboard for my private blog:

  Under “Users” I currently have 20 people listed (19 authors and 1 administrator – me).

  However, under Settings > Reading “Users allowed to access your site” I only have 10 people listed. The two lists mostly overlap, but there is one person in this second category who is NOT listed in the above “User” category.

  Can you please help?
