WordPress.com is a hosting service that uses only the wordpress software. Because of the nature of this service, there are some limitations on what you can do here. Some of that has to do with security and such. At wordpress.com, you have a team of over 100 people support you and keep things running just as smoothly as humanly possible. They take care of all backups, all updates, all development, all troubleshooting and fixing of bugs and such.
WordPress.org sites (self-hosted) are stand alone installations of the wordpress software on third-party hosting services such as godaddy, bluehost, etc. On self-hosted sites, you have the ultimate freedom and virtually no restrictions (except whatever is in the TOS at your web host), but since the installation is entirely your own, that means that you have to do all the installations, upgrades, backups, troubleshooting and fixing of stuff that might get broken. That virtually unrestricted freedom of a self-hosted site comes with added work and responsibility, and requires a certain level of “geek” to be able to take care of one.
Self-hosted wordpress sites are far easier to do now thanks to all the work wordpress has done to make things as simple as possible for users, but it still takes more effort and webby skills.

I forgot to say also that at wordpress.COM, about all you have to worry about is blogging once you get your site set up and looking like you want it. That is one of the beauties of blogging here.
