  I intend to use the WooCommerce add on to start a small online retail store and am curious if the business plan is adequate for my needs or if there is some reason I will need the e-commerce plan.

  See https://en.support.wordpress.com/store/ available with the Business plan and https://en.support.wordpress.com/ecommerce-plan/ for the many extra features found with the eCommerce plan. You could always start with a Business plan and upgrade later if you found it to be necessary.
