different menus on different pages

i have a wp website with about 200 pages. the main menu (toc) is about 7 items. each item should open a page with a related menu in the left sidebar.
eg: the item “fish” should open a page containing in the left sidebar a menu with fish recipes. when i create a new fish recipes, i should use the fish recipe template which contains the fish recipe menu.
now the question is: is there any plugin to create custom templates? can i link a specific menu to a specific template?
people who will handle the content are not quite skilled, (but they are fish cooking experts :) :) ) so i’m looking for a very simple solution to allow them to click and add without having to learn lot of things.are there any plugin allowing to create page templates?

The answer is no.
Blogger installed plugin capability does not exist on WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality. You are confusing WordPress.ORG and WordPress.COM. For that type of functionality you’d need a self-hosted site running on a paid web hosting service.
