Different style of Navigation Menu

Good Morning! How to create a navigation that can exist in different parts of WordPress.com without the use of plugins? For instance, this is the navigation on the desktop, which is below the banner, so on mobile it should also be below. But when I opened it on mobile, it’s above the banner now? Can you show me how to make this type of navigation menu? Please, I have a contest.

The website https://analects9.wordpress.com/ shows the menu consistently below the header in both Desktop and Mobile. But it looks like based on your screenshot, you were looking at the site https://karahjimenez14-ingrb.wordpress.com/, which is not under your account.
I will note that the theme on this site is Canard, a classic theme, that intentionally places the menu at the top on mobile, as you’ll see on the theme demo page: https://canarddemo.wordpress.com/. If the site owner wanted to modify the theme’s default behavior, they could either create CSS (on a paid plan supporting CSS), or they could choose a modern block theme that allows for editing the header in the block editor.
