  I would like to use cleanRoar theme – I can use it on a site if I download WordPress on to my own site but I can’t find it if I want to use it on a .wordpress.com site

  You can use it on a site where you pay for hosting but not on a WordPress.com site. Those can only have the themes on the Appearance->Themes page on the dashboard.
