Difficulties in setting up a portfolio homepage

I would like to set 5 different tile categories on my homepage. For instance, ‘primary’, ‘secondary’, ‘polytechnic’, ‘junior college’ and ‘university’. When clicked into each of the tile categories, I would be able to find projects of the category. I have been searching and exploring to achieve this end goal but I still could not figure out how. Could anyone give me a detailed guide for this? If it is useful, I am using the rebalance theme.

in general, submenu items (or drop down menu) can be easily created: first You have to create the submenu items (f.e. university project nr 1, junior college project nr 1 etc. ) and then drag submenu item to the right (or click > symbol), as shown here: https://wordpress.com/support/menus/#create-drop-down-menus.
