  1. How can I directly edit the underlying HTML and CSS?

  In order to this, a site would need to be on the business plan, as this affords editing installed theme and plugin files.

  This would be done via SFTP: https://en.support.wordpress.com/sftp/

  Depending on the change required, you may not need to use that feature.

  2. How can I upload a fully coded page in HTML/CSS and Javascript?

  Again, this would be done via SFTP above, and would ideally be a follow a WordPress style template.

  What is it you’ve built and are looking to integrate exactly?

  Also, what are you looking to build? I’d love to offer some advice whereby you wouldn’t need much coding.
