You have to be logged in under the exact same username account that registered the blog and purchased any upgrades for it to cancel them.
Provided you are logged in under the same username account that purchased the upgrade, and you are within the allowed time frame for refunds, you can cancel and request a refund from your dashboard > Store > My Upgrades. You can also disable auto-renew there. http://en.support.wordpress.com/my-upgrades/#canceling-upgrades
See here:
Dashboard > Store > My Upgrades

Hi there,
I see that you own the upgrade, but it is currently under a different WordPress.com account than the one your are contacting us from. I’ve disabled auto renewal, but will notify the account owner to let them know they will need to update their account information if they want to continue with the subscriptions.
Let me know if you have any questions.
Thanks!
