Disabling comments completely, other suggestions don’t work!

I’ve looked at past threads about this issue but when I do what they recommended I get no results. I have two blogs here (http://warvictims.wordpress.com and http://civicfieldreports.wordpress.com)
Because these are organization blogs, we don’t want to take any comments (would be shady to only pick and choose which to keep and which to delete, aside from spam). I’ve unchecked ‘allow comments’ under discussion, but the link is still there. I tried commenting and I can still do it. We have it so that none of them post but I don’t want people thinking they can comment and then wondering why it doesn’t show up.
I don’t care if there is a line saying commends disabled or what have you, I just don’t want a link that basically says COMMENT HERE!!!

The “allow people to make comments on this article” thing under options > discussion is not retroactive when changed. All of your existing posts will have to be opened and in the right side bars of the editor, in the discussion field, disallow comments.
If you have disallowed comments under options > discussion it will apply to all posts from that point forward unless you override it while writing the post.
