Disabling Smooth Scrolling using the Shapely template

  I tried googling for ways to do this, but didn’t find any that mached the menu settings that I found in this template. How do I remove the smooth scrolling?

  Also, I’d like to offset anchor links pointing into another part of the document so that when I click the link, the start of the destination area wouldn’t be hidden under the WordPress menu items.

  Also: I have a FAQ styled page. I want all the questions to be clickable links that lead to the corresponding section that I then set up as an anchor. What’s the correct way to do this in WordPress?
