The article How To Get Featured on Discover is rather general. I recall that Freshly Pressed had a requirement that featured sites could not have their own domain name, only myblog.wordpress.com. Now that wordpress offers domain names, I suppose this has changed? My question is, can they have custom domain names, outside domain names, $-making websites, etc., or do they have to be straight blogs, with blog-type addresses?

It doesn’t matter if a site is using a .wordpress.com address of a custom domain name. It can still be featured on Discover as long as it follows the guidelines outlined there:
