Discussion Settings – You Don't Have Permission Error

    I have a fresh installation of WordPress. When attempting any edits within the Settings>Discussion section of WP, I receive the error message, “Forbidden – You don’t have permission to access /wp-admin/options.php on this server.”

    The user account I am working with is the sole admin for this WP installation. All other settings can be updated without a problem. WordPress was installed in a one-click installation via Softaculous. My goal is to disable all ability of users to comment on my site, but this error is not allowing the changes to take effect.

    Any ideas to prevent this error from occurring?

    Additional info: This error is generated in the default 2014 theme as well as my preferred theme.

    We provide support here only for WordPress.COM hosted blogs. I’m sorry but we cannot provide accurate answers to any blogger who fails to provide the exact URL starting with http:// for the exact blog they refer to so we can verify where it is hosted. Please do that now.
