Display only a specific category on home page

There doesn’t appear to be a methodology for only displaying the posts from a specific category on the home page.
For example, so far I have two categories with entries — General Observations and Books. I want to only see the posts from the General Observations category on the home page, while visitors should be able to view the posts in the Books category by clicking on the appropriate category link near the bottom of the home page.
Is this possible?

You can’t do that at WordPress.com. You’d need separate blogs for your General Observations category and your Books category. Right now the way it works (and there are serious SEO reasons for this, however counterintuitive it may be) is that the tags/categories on your own posts link to the global pages, while the ones in your sidebar (IF you are using the Categories widget) link to your own local pages.

Thanks for your response and explanation, raincoaster. A pity; the capability to manipulate display options based on category would really boost functionality, in my opinion.

The plug in mentioned at the link just above is only for wordpress.org blogs. We cannot use plug ins at wordpress.com
One posssible way around this is to not use the category widget but instead use a text widget with a link to category’s archive page.

That plugin works for WordPress.org blogs. Our software on WordPress.com is different and we can’t use or install plugins on our blogs.
