display-posts shortcode not pulling all posts

We recently noticed that in our recipes section; which is all dynamically built with categories and shortcode, it is not displaying all the recipes under each category. For example the following page should also show the braising mix recipes, but it doesn’t.

I have checked the posts categories and they are correct. I have removed the categories/saved/reassigned/saved and it still doesn’t display. This is actually happening randomly as far as I can tell for the 200+ recipes about 15 aren’t showing up. Are there any known issues where display-posts acts like this?
