Displaying Blog Post in a Page?

Hello. I would like to ask about this feature in WordPress and how to make it. First, allow me to show you a link to a website which isn’t mine, but I find interesting, and I noticed that it’s made by WordPress.

I want to know if I can transform my blog posts into the links shown below. With updated date and all. And if I can do it with web-based wordpress. If yes, what plugin do I need? (and do I need to upgrade my account?)

Based on my understanding, I see you want to display your blog posts as list of links on a page with updated date and excerpt content. You can achieve the same b adding this [display-posts] shortcode.
[display-posts include_date="true" include_excerpt="true"]
Add the above shortcode to the page where you wish to list all the blog posts.You can explore this document https://en.support.wordpress.com/display-posts-shortcode/ and add arguments to have the look you desire.

No. you don’t need to buy an upgrade plan or install any plugin.

This looks like something that I cannot use in the web-based WordPress. Do I have to bring this to a local WordPress and put the codes there?
Aside of that, this looks like a solid answer, but I will have to test it first.

I am not sure what do you mean by web-based WordPress. Are you talking about self-hosted WordPress site?
My solution to add [display-posts] shortcode was with respect to this site chrisxfictioncorner.wordpress.com.
