Dispute redund

Can you please help . I had a dispute redund and my bank cancelled the payement for my domain . I sent them a enail to cancel the despute and the renstated the money $147 back to my domain name soulfoodie.net however my acess has not come back on . I need help with this please or i would like my site back online beacuse i have repaid for premium

Our system shows that your original payment has been refunded, and there are no new payments for your account.

Our billing team has confirmed that the dispute was closed in your favour, and the payment has been refunded to you. You’ll need to contact your bank regarding when that refund will appear on your account – in our experience this usually takes longer than if we issued a refund directly.
We were also fined by our payment processor because of this dispute, so we cannot waive the chargeback fee in this case.
I’ve sent you a link via email to pay the Chargeback fee and pay for the premium plan again. As soon as we receive your payment we can unlock your site and restore your upgrades.

I understand that the original dispute was processed and yes i received the refund from my bank for this. However from my understanding the email that you have sent after this stated if i paid in full the premium would be all back and running. My bank once i contacted automatically paid for this again once i said that it was my wordpress acount so essentially i have paid it goy refunded and i paid again . So i am really struggling to understand why i can get my domain back . I have all the proof of it in my online banking . Has it not been processed properlly because i didnt click the link and go through it that way. ?
Really want to clear this up .
Also said i could just pay 20 and get ny account back which i couldnt find or do so i got the bank to pay for premium again and now your saying you cant see the payment . I am also trying to attched the transaction but i cant -

As far as I know, there’s not a way for financial institutions such as your bank to send us a payment for a WordPress.com product. Once a refund has been issued (or in your case a chargeback) the only way to re-purchase the upgrade is directly through us.
To restore your WordPress.com Premium plan and domain please use the payment link that @kokkieh sent or purchase WordPress.com Premium for the site from https://wordpress.com/plans
If you buy the plan directly using the link above or would just like to use your site without any upgrades we will need to send you a new payment link to cover the cost of the chargeback before we are able to restore your domain/site.
As for your bank reverse the charge, I would recommend having them refund you again as there’s not a way for them to pay us directly.
I know chargebacks can be confusing so hopefully, this all makes sense.
