Disqus is a powerful and popular comment system which is currently being integrated in numerous sites all over the place. It allows users to have a unified comment system across all their favourite sites, no longer having to juggle a long list of accounts specific to each site. It offers site admins the ability to moderate the comments and customize their comment interface to match their site.
I think Disqus would make a fantastic addition to the built-in wordpress.com plugins for those creators whose audience prefers it.

Disqus is a plugin for WordPress.ORG software installs. There is no FTP access and no blogger installed plugin capability on any free hosted WordPress.COM blogs and there is no upgrade you can purchase here that changes that reality.

WordPress.org offers free software that you can install on a web server. You can upload and install themes and plugins, run ads, conduct ecommerce and edit the database.
