That is correct; currently, it isn’t possible to install Disqus at WordPress.com as it would require the use of a plugin, which isn’t allowed:
However, we have a pretty solid comment system built right in including social media login for comments:
Can you let me know what kind of feature you’re looking for that isn’t included?
