  I went to the site and it said Disqus Plugins were available on WordPress
  The install instructions are there

  The blog I need help with is: (visible only to logged in users)

  This plugin is only available for self-hosted blogs provided through WordPress.org: http://support.wordpress.com/plugins/

  To clear up any confusion, WordPress.com and WordPress.org are two different entities.

  Can Discus plug-in be set up for a Premium WordPress site?

  Custom plugins are not a feature on WordPress.com, even not for sites with a Premium Upgrade.

  Note that there are no restrictions if you set up a self-hosted WordPress.org installation.

  allowing users to add Discus Plug-in would be a nice add on word all wrodpress.com users.
