Divide two blocks of text into thirds

  I have two blocks of text that are currently divided in half using the [one_half] shortcode. Is there away to make one block of text take up two thirds of the space with the other block of text taking up one third?

  Where it says Welcome and Latest News, I would like Welcome to take two thirds of that section while Latest News only takes up one third. Is there a way I can do this?
