  It reads like you want to map a domain you already own to your WordPress site, and would like to know how.

  In order to map a Domain to your WordPress site, you will need a paid plan. Plans come with a Domain credit that you can use to either register a new Domain or map and existing one

  Do you have a domain name already registered? If so, you’ll just need to point your site’s DNS to the domain’s nameserver.

  The instructions you gave is to configure the DNS records for a domain already registered with WordPress.com. It contains no information on configuring the records for a domain registered elsewhere, that would allow someone to connect it to a WordPress.com site. For that the domain mapping upgrade is required, as explained in the link @dave2swords provided.
