Do deleted viewers get notified?

I am creating a blog for an organization I’m in, as a newsletter. I will be publishing several posts at once when I do a major new issue, and I don’t want subscribers to get 5 or 6 emails telling them there’s a new post. So it seems I should set it up with static pages rather than posts, right?
The thing is that you can’t create a static page until you’ve published at least one post. I have two viewers – can I discreetly delete them without them knowing it, while making this change?

You can’t delete people at all.
And we strongly advise against using Pages rather than Posts. What you can do is set the entire site as Private, make the updates, and then un-Private it.

So Viewers don’t get e-mailed when the site changes in any way?
Once I update the site and make it public again, do subscribers get notified of all the changes at once or will they get a separate e-mail for each new post even if the new posts were added on the same day?

Your subscribers control how often they receive updates of your posts from your blog. http://en.support.wordpress.com/following/#manage-email-delivery-settings

If you publish when the site is Private, they won’t get any emails even when the site goes public again.
You should be able to create as many Pages as you want. Unless something has recently changed, there’s no need to create a Post first.
